Senate Bill 10 was the original idea of the Imperial Beach City Council that upon hearing the Otay Mesa East port of entry will soon be in the works, wanted to take action. The idea was to ensure the increased pollution and environmental impact would be taken into consideration, and money from the tolls go to alleviate the problems.
