She was born June 1, 1930 in Olney, daughter of Raymond Oscar Phillips and Christina Mae (Arledge) Phillips. She married Ronald Steven Stanfield Dec. 29, 1951 in Olney, and he preceded her in death Dec. 12, 2004.

Carmel for driving under the influence of Drugs following a traffic stop for a violation of the Illinois Vehicle Code on College Drive. In speaking with Paschal, the officer detected a strong odor of burnt cannabis coming from the vehicle. Paschal acknowledged ingesting cannabis before the stop. Paschal agreed to and submitted to a roadside sobriety check, where she exhibited multiple clues to indicate impairment.
