According to police, Rachel Ruiz, 25, of Waterloo ran a yield sign at the corner of Plymouth Avenue and Ohio Street near Kittrell Elementary School and collided with Ale Nadarevic, also from Waterloo. Ruiz was driving a 2024 Honda HR-V that flipped over. Ruiz, who was wearing her seatbelt, was not injured. She was later cited for failure to yield.
