Boyer, a Republican, introduced an ordinance at Summit’s council meeting to prohibit people from camping, sleeping or storing belongings on the city’s streets or sidewalks. Anyone convicted of violating the ordinance would be fined up to $2,000 and face up to 90 days in jail.
