Restore Restaurant Holdings, which also owns EaTo, and chef Vincent Francoual opened Chloe by Vincent in late 2022. The plan was always to add lunch service, but until recently the demand wasn’t there, Matt Monroe, president of Restore Restaurant Holdings, told Downtown Voices. “What it really took was seeing business boom at EaTo, for one, and talking with our regulars there,” Monroe said.
