Tomó los estudios que le dejó Calderón y sobre eso emitió su dictamen: la refinería debía estar en 3 años y costar 8 mil millones de dólares. ¿Por qué? Porque a él eso se le antojó. Se volteó con PEMEX. -Oigan, ¿quiénes aquí son expertos en hacer refinerías? -Újule, mi presi. Se jubilaron hace 20 años. Entonces AMLO no vio otra salida que encargarle la obra a terceros que sí sabían hacer la chamba.
