It comes after a report determined there would not be significant environmental impacts from the action. They are known as Extra Large Unmanned Undersea Vehicles, which is basically a drone submarine. It's called an ORCA and made by Boeing. "It's new to the Navy and it's about 85 feet long and it weighs about 175,000 pounds," explains the Navy's Fleet Force Command Greg Thompson.
