The city saw more than a foot of rain from last week’s storms, but conditions are improving. Crittenden County Emergency Management said about 150 people in West Memphis and 25 people in nearby Earl were evacuated from their homes because of flooding. The American Red Cross set up a shelter at the Roberta Jackson Neighborhood Center in West Memphis.
