Oliver Cooper, 41, was charged with second-degree domestic assault and resisting arrest following a disturbance July 7 in Joplin. The prosecutor's office cited the girlfriend's unwillingness to testify against Cooper as the reason for the dismissal.

Todd W. Wheeler, 46, of Neck City, was scheduled for the hearing in Jasper County Circuit Court on a charge of unlawful use of a weapon.
