McKinney is a 1969 graduate of Adair County High School. He graduated from Centre College in 1973 and received his law degree from the University of Kentucky in 1988. From 2008 to 2018, he served as Boyle County’s judge executive.
By Jennifer Ginn| Kentucky Teacher@ Kentucky’s 4th-grade math students saw an increase in their scores on the 2024 National Assessment of Educational Progress (NAEP), also known as the Nation’s Report Card. Only 14 other states made statistically significant gains in 4th-grade math during this testing cycle. The rest of Kentucky’s scores in 4th-grade reading and 8th-grade math and reading held steady, marking the first time students in the Commonwealth have progressed or held steady on NAEP since the COVID-19 pandemic.
