The area will be bordered on the east from 315, to the railroad tracks on the west, and north to the Scioto River. The legislation will create expectations for developers to provide adequate parking as construction projects are built. Developers could face a $15,000 fee for each required space that's not planned.

Ginther says not only will the chief be an outsider, but a new assistant chief position will allow the next leader to bring his or her own people along as aides.
