Waterbury Police Chief Fernando Spagnolo said Thursday that investigators want to review records from city schools and the state's child welfare agency. The 32-year-old man's story became public after he set a fire in his home to escape on Feb. 17 and told responding police officers that he had been locked in a room nearly all day and night since he was 11.
