By Kurt Moffett Verified| CT Insider Verified LITCHFIELD - Taxpayers in Litchfield, Goshen, Morris and Warren will head to the polls May 6 to decide whether the Region 20 school district can borrow $3.5 million to cover a $2.3 million deficit in its operating budget. School officials say while taking out a loan is not ideal, spreading out the payments over 20 years is preferable over paying it back it all back in one year. As it stands now, the assessment for each of the member towns is going up 12.7%.
