If you drive on 3rd Street Southeast, you'll see the bones of the Loftus Project are already in place. According to the developer of the project, Dave Drown, the area had been a blight on the downtown area for years. "This site was a combination of maybe 11 parcels of land. There was a collection of old, abandoned industrial buildings," he said.
