By Phillip Pina| Pioneer Press Verified House Minority Leader Kurt Daudt, R-Crown, announced Saturday that the Legislature will not pass a bonding bill while the governor’s emergency powers remain in effect. A bonding bill requires a three-fifths majority, or 81 votes, and must originate in the House. While Democrats have a majority in the House, it would need Republican votes to pass such a bill to borrow for public works projects. Republican also have a majority in the state Senate.
