The refinery is one of the largest producers of crude oil in the state, and policy advisors and lawmakers fear the economy could suffer. “They do pay property and they do pay utility tax," said Benicia Mayor Steve Young. "Combine those two things, it's about $10 million.”The mayor estimates that is about a sixth of the city's overall budget.
