Charles Ray Blevins, 38, of Williamson, for whom Kentucky and West Virginia agencies have been searching for since the 2019 incident, was arrested in South Carolina just as the U.S. Marshals Service was preparing to elevate him to the agency’s 15 Most Wanted fugitive list, according to a statement from the USMS.
