The property on Dairy Drive features tiny shelters and currently houses about 30 people experiencing homelessness. The City of Madison says the COVID-era federal funding that was paying for this initiative has run out. With no money coming in, plans are in the works to shut the campground down.

Youth homelessness is a hidden but ever-present problem. “I have had students sleeping down in the library parking lot.” said Carrie Kulinski. Kulinski works as the Families in Transition Coordinator for the School District of Janesville.
