Tom Noel from the JSPCA explains that he is joining forces with the States Vet to improve current legislation from 2004 which states animals can only be seized if their basic needs are not met, including food and water. He says other forms of neglect are much harder to act upon and animals need appropriate protection.

Emergency services rescued stranded cows from Grouville Bay on Thursday morning, after they became stranded by incoming tide.
